of Tariff Order (2006 - 07)

Sub: Gist of Tariff Order dated 8th May 2006
for the year 2006-07 of the Hon'ble West Bengal Electricity Regulatory
Commission.
As per the aforesaid Order of the Hon'ble Commission,
the applicable tariff and other associated conditions for all
classes of consumers of DPSC Limited are given below:
1. The category wise tariff is as follows:

Optional TOD scheme for HT Consumers falling
under Rates PU (Ht), AI (Ht), I (Ht) and I-2 (Ht) and LT consumers
under Rates I (Lt) and PU (Lt) with a minimum load of 35 KVA,
opting for Time of Day (TOD) tariffs shall be introduced immediately.
2. Consumers belonging to Rates - C (L) (ii)
and C (L) (iii), shall get special rebate at 15% and 10% respectively
if their monthly consumption is within 150 units and 300 units
respectively for that month.
3. Eligibility for getting special rebate under
Rates -C(L)(ii) and C(L)(iii) and for tariff under Rate -S(1L)
is subject to fulfillment of conditions as specified in the Tariff
Order. Applications from existing consumers claiming to qualify
under categories (ii) and (iii) under rate C(L) shall be verified
by DPSC Limited.
4. For timely payment rebate of 2% of the amount
of bill excluding taxes, duties and levies and arrears will be
allowed to all consumers excluding Public Utility Services consumers
and agricultural & irrigation consumers, provided the payment
is made in time.
5. A special rebate of 8% shall be given to Public
Utility Services consumers, provided the payment is made in time.
6. A special supportive rebate of 10% shall be
given to the domestic consumers consuming upto 25 units per month.
7. A special rebate of 33% shall be allowed to
agricultural and irrigation consumers provided, the payment is
made in time.
8. Tariff as mentioned under Rate- S (1L) and
special rebate as mentioned against Rates - C (L) (ii) and C (L)
(iii), shall not be allowed to defaulters in regard to payment
of electricity bills.
9. Delayed payment surcharge for all consumers
and licensee for delay in payment beyond due date shall be as
follows: Upto 3 months (0 - 3 months) - 1.25% per month or prorated
for part thereof. For next 3 months (beyond 3 - 6 months) - 1.50%
per month or prorated for part thereof. For period thereafter
(after 6 months) - 2.0% per month or prorated for part thereof.
10. A rebate of 20 Paise / kwh shall be given
to HT consumers on excess consumption above 80% load factor level
with reference to contract demand.
11. For HT consumers, a surcharge @ 20 Paise
/ kWh shall be leviable on such consumers / licensees for the
shortfall of consumption from 20% load factor level with reference
to contract demand.
12. (a) Demand charge on HT category of consumers
shall be levied on the basis of maximum demand recorded during
the month or 75% of the contract demand whichever is higher. In
case KW demand is recorded in place of KVA demand then the demand
charge rate in KVA is to be determined by considering a power
factor of 0.85.
(b) In case the highest demand of any non-TOD
HT industrial consumer or HT public utility consumer exceeds the
contract demand in any month, the demand charge as specified in
the tariff schedule shall apply on recorded highest demand for
that month. Additional demand charge in the case of such consumer
shall be 60% of demand charge on the quantum of excess demand.
Excess energy drawal corresponding to such excess demand shall
be billed at the applicable energy charge for such consumer
(c) In case the highest demand of any HT industrial
consumer or HT public utility consumer under TOD tariff exceeds
the contract demand in any month, the demand charge as specified
in the tariff schedule shall apply on highest demand for that
month. Additional demand charges for demand in excess of sanctioned
contract demand in any period shall be payable as per the formulae
prescribed in the Tariff Order. In case demand of power exceeds
sanctioned contract demand in more than one time period, computation
of additional demand charge shall be done for such time period
and the highest among such computed additional demand charge for
different time periods shall be chargeable. Excess energy drawal
corresponding to any excess demand shall be billed at the applicable
energy charge for such consumer
(d) In case the highest demand of power of any
HT commercial or any HT domestic consumer, paying energy charges
but no demand charges, exceeds sanctioned contract demand in any
month, additional charge on excess energy consumed shall be as
follows and shall be in addition to the energy charges given in
tariff schedule for respective high voltage supply.
(I) For HT Commercial consumers and HT Domestic consumers under
non-TOD tariff, drawal of power in excess of sanctioned contract
demand shall attract additional energy charge in addition to the
energy charge payable as per this tariff order for the actual
energy drawn during the billing period. The additional energy
charge shall be 50% of the energy charge rate mentioned in this
order for the respective category of consumer on the quantum of
energy, by which the recorded energy exceeds the energy calculated
on the basis of sanctioned contract demand and the applicable
hours during the billing period.
(II) Under TOD tariff for HT Commercial or HT
domestic consumers, if applicable, drawal of power in excess of
sanctioned contract demand shall attract additional energy charge
for the said excess drawal, which shall be calculated in accordance
with the formulae prescribed in the Tariff Order. The additional
energy charge is payable in excess of the usual energy charge
applicable for the actual energy drawn during the billing period.
(e) The demand charge shall not be payable by any consumer for
that period when load of the consumer is totally shed / interrupted
because of any fault of DPSC Limited or its system. Exemption
from demand charge shall not be available if the interruption
is caused by grid failure or automatic under-frequency relay tripping
or any force majeure issues not related to DPSC Limited or due
to disconnection of supply for any fault on the part of the consumer.
13. Temporary supply shall be at the highest
rate of supply under non-TOD tariff scheme applicable to that
particular category of consumer to which the applicant seeking
such supply belongs. The fixed / demand charge shall be as applicable
to that particular category of consumer and there will not be
any load factor rebate and TOD tariff. Other charges shall be
the same. In the absence of any appropriate rate, temporary supply
will be charged @ Rs. 5.00 / kWh.
14. Emergency supply shall be at twice the highest
rate of supply under non-TOD tariff applicable to that particular
category of consumer to which the applicant seeking such supply
belongs. The fixed / demand charge shall be twice the rate applicable
for non-TOD tariff and there will not be any load factor rebate
and TOD tariff. Other charges for such emergency supply shall
be the same as are applicable to that particular category of consumer.
15. Meter rent, other miscellaneous charges for
meter testing, disconnection & reconnection charges, fuse
call charges etc. will remain unchanged.
16. All statutory levies like Electricity Duty
or any other taxes, duties etc. imposed by the State Govt. / Central
Govt. or any other competent authority shall be extra and not
a part of the tariff as being determined hereinafter.
17. The fuel and power purchase cost shall be
subject to adjustment periodically as per the Fuel and Power Purchase
Cost Adjustment (FPPCA) formula as given in Schedule 7 of the
West Bengal Electricity Regulatory Commission (Terms and Conditions
of Tariff) Regulations, 2005.
18. The tariffs given in this order are not meant
for consumers who have been granted open access in accordance
with section 42 of the Act and whose full requirement of electricity
is being met through open access route.
19. It is open to the State Government to grant
any subsidy to any consumer or any class of consumers in the tariff
determined by the Commission for DPSC Limited. If at all any such
subsidy under the provisions of the Act is intimated to DPSC Limited
and to the Commission by the Government of West Bengal with clear
indication of the consumer or class of consumers to be subsidized
and the amount of the subsidy proposed to be given is paid in
advance and in cash, the tariff of such consumer and / or the
class of consumers shall be deemed to have been reduced accordingly
as has been indicated by the State Government. However, such direction
of the State Government shall not be operative till the payment
is made by the State Government in accordance with the provisions
of the Act and the Regulations made thereunder, and the tariff
as fixed by the Commission shall remain applicable.
20. This tariff shall be applicable from the
billing month of / pertaining to April 2006 and onwards. Adjustments,
if any, shall be made in the bills for the months of May and June
2006.
21. For details, including those in the terms
and conditions, the order of the Hon'ble Commission may be referred
to, copies of which can be obtained from the office of the Hon'ble
Commission, as per the latter's Conduct of Business Regulation.
Original tariff order of the Commission shall prevail in case
of any dispute. This notification has been issued with the approval
