Sub:Gist
of Consolidated tariff order dated 3rd June 2004 for the years 2003-04
and 2004-05 of the Hon'ble West Bengal Electricity Regulatory Commission.
As per the aforesaid Order of the Hon'ble Commission,the applicable
tariff and other associated conditions applicable from April 2004 for
all classes of consumers of DPSC Limited are given below:-
2004-05
- The
tariff for all categories of its consumers will be Rs.3.19
per KWh.There shall be FPPCA over the above tariff for variation
in prices of fuel or purchases as indicated in the order.The
charges for trading power to DVC and WBSEB will be Rs.3.03
per KWh excluding taxes,duties and levies.FPPCA load factor
penalty and delayed payment surcharge as applicable to consumers
shall also be applicable.
- Special
rebate of 10% will be permitted to the Public Utility Services
in the tariff indicated under 1., above,provided the payment
is made in time.
- Special
rebate of 40% will be permitted for supply to Agricultural
and Irrigation Consumers (other than WBSEB) in the tariff
Indicated under 1,above,provided the payment is made in time.
- Existing
rates of load factor penalty,penalty by the utility,load factor
rebate, penalty for drawal more than the contract demand,meter
rent,connection/ disconnection charges,testing charges and
other miscellaneous charges will remain unchanged.

For timely payment,rebate of 2% of the amount of the bill
excluding taxes,duties & levies and arrears will be allowed
to all consumers excluding DVC and WBSEB included under item
1. above, and Public Utility Services and Agricultural and
Irrigation consumers per 2. and 3. above,provided payment
is made within due date.
- The
delayed payment, surcharge for all consumers for delay in
payment beyond due date shall be as follows:
upto 3 months- 1.25% per month and /or prorated for part thereof.For
next 3 months - 1.50% per month and /or prorated for part
thereof.For period thereafter - 2.0% per
month and /or prorated for part thereof.

Temporary Supply:
Rates will be 8% above the applicable rate of supply for the
respective applicable category of supply (class of consumers).In
the absence of any appropriate tariff rate,temporary supply
will be charged @ Rs.6/- per KWh.Basis of calculation to be
as per existing practice.

Fuel and Power Purchase Cost Adjustment (FPPCA) Charges:
Applicable for variation in Fuel cost and Power Purchase cost
as per formula and directions given in the order subject to
the approval of the Hon'ble Commission
- Statutory
levies like electricity duty or any other taxes,duties,imposed
by competent authorities shall be extra.

The above tariffs shall be applicable from the billing month
of /pertaining to April 2004 and onwards till 31st March 2005
or as amended by the Hon'ble Commission.
- Revised
billing and realization/refund mechanism in terms of the Order
will be made effective from the billing month of August 2004.Arrears
accruing to/from consumers for 2004-05 will be refunded/realized
in six equal monthly installments starting from the billing
month of August 2004. The existing manner of realization/refund
is to be continue till then. Refund in terms of this order
is to be made only after adjusting previous arrears, if any,
due from that consumer. Further, refund is to be made proportionately
to all persons entitled to refund/receipts from the sums realized
from the arrears. No interest is payable to or by DPSC Ltd.
for any realization / refund / adjustment.
- If
any subsidy under the provisions of the Act is intimated to
the DPSC Ltd.and to the Hon'ble Commission by the Govt.of
W.B with clear indication of the consumer or class of consumers
to be subsidized and the amount of subsidy is actually paid
in advance to DPSC Ltd. along with the direction then the
tariff of such consumer and / or class of consumers shall
be deemed to have been reduced accordingly as has been indicated
by the Government.However, if the amount is not received by
DPSC Ltd. as per stipulations,the tariff fixed by Hon'ble
Commission shall be applicable.
- For
other details,including those in the terms and conditions
,the order of the Hon'ble Commission may be referred to, copies
of which can be obtained from the office of the Hon'ble Commission,as
per the latter's Conduct of Business regulation.
This notification has been issued with the approval of Hon'ble
Commission.
