Tariff ( 2002 - 03 )


Gist of tariff order for the year 2002-2003 of the Hon'ble West Bengal Electricity Regulatory Commission.

As per Order no.ERC/B-4/2/610 dated 8th January 2003, the West Bengal Electricity Regulatory Commission (WBERC) has issued the orders regarding the applicable tariff for the year 2002-2003 for all classes of consumers under DPSC Limited (DPSCL). The rates and other associated conditions as per the above orders are given below :

1. The tariff for all categories of consumers has been fixed at the average rate of supply at 307.43 paise / kWh as determined in its Order dated 10th December, 2002 and will be applicable from 1st April 2002.

2. The realization in terms of the Order will be made from the billing month of February 2003.

3. For arrears either for realization or for refund / adjustment the Commission feels, that a sufficiently long period should be given to make it easy both for the consumers and for the utility. The realization of arrears and refund / adjustment is to start from the billing month of April, 2003 and shall be spread over a period of six months from that date in equal monthly installments. It is further made clear that refund in terms of the order will be made proportionately to all persons entitled to refund / receipt from the actual sums realized from the arrears.

4. No interest shall be paid to or by DPSC Limited for any realization / refund / adjustment on above account.

5. Rebate of 10 paise / kWh will be given for payment within the due date, while an extra payment of 10 paise / kWh will be required to be made for payment after due date, in addition to late payment surcharge payable @ 1.25% per month or part thereof.

6. For High Tension (HT) consumers, the following penalties/ incentives shall be applicable :

 

i) Unless the consumption reaches at least 20% load factor level of the contract demand in any month, a penalty @ 20 paise/ kWh would be leviable on the shortfall of consumption from the above mentioned 20% level.

ii) In case consumption exceeds 80% load factor level of the contract demand in any month, a rebate of 20 paise/ kWh in the average tariff on the excess consumption above 80% load factor level with reference to contact demand would be allowed.

iii) The percentages indicated above will always be calculated on the available hours of supply at the desired voltage.

iv) In case in any month DPSC Limited fails to provide 90% availability of supply in terms of time to any particular HT consumer, that consumer will be compensated @ 1% of the net amount of energy bill for that particular month for each drop of 2% or part below 90% level.

v) In case drawl of any HT consumer exceeds the contract demand in any month, the recorded maximum demand will be treated as contract demand for that month for all purposes. In such cases, the consumer will also be required to pay a penalty @ 1% of the net amount of the energy bill for that month.

vi) The percentages indicated above will always be calculated on the available hours of supply at the desired voltage.


7. It is a single part tariff and hence, there will be no demand charge, fixed charge, minimum charge or TOD tariff.

8. FPPCA will be payable to the extent of increase in price of fuel and cost of power purchase from DVC and WBSEB, over the price considered in the order which, if payable, will require approval of the Commission.

9. Meter rent and miscellaneous charges will remain unaltered.

10. If any subsidy u/s 29 (5) of the ERC Act is given by the Government of West Bengal with clear indication of the category to be subsidised, the amount of subsidy and the proposed mode of payment, the Commission will issue further order/ direction for subsidised tariff for such category.

11. This is the gist. For complete order please refer to Commission's Orders dated 10th December 2002 and 6th January 2003 which will prevail in case of any discrepancy or dispute.

The Reasonable Return and the consequent tariff may undergo changes based on any appeal if made by DPSC Limited to the Hon'ble WBERC or competent authorities under the ERC Act, 1998.

In addition to the tariff already fixed as above, the DPSC Limited would further be entitled to an added sum towards fuel surcharge and cost of enhanced purchase price.

This notification has been issued with the approval of the Hon'ble Commission.
